An important limitation on this criteria is CAcert's Members and NRPs separation. Non-members may have no reason nor standing to request, however they still may file to request. See §A.6 for more on definitional interpretations. Collection of acceptance of CCA is a work in progress. See §A.6.d on collection and §B.2.e on access to the acceptance. WT4.6 would be covered by DRP.
