CCA delegates control of all CAcert Official Documents (CODs) to Policy on Policy (PoP => COD1). Both PoP and CCS places themselves under PoP for document control purposes. PoP is part of CCS. CAcert Official Documents identifies CCS as COD2 and PoP as COD1. PoP is POLICY under its own regime.
